Compliance Officer, Swap Dealer and Wholesale Compliance - Vice President

Nomura is seeking a Vice President of Wholesale Compliance for its Frankfurt office to oversee the compliance program for swap dealers and wholesale transactions. The candidate should have at least five years of experience, in-depth knowledge of CFTC and EU regulations, and fluency in English.

Tasks

  • Support for U.S. Regulatory Obligations
  • Responding to U.S. Regulatory Inquiries and Audits
  • Tracking identified compliance violations and developing appropriate management measures
  • Assistance with the preparation and filing of NFPE 50-year reports and other non-domestic regulatory reports
  • Management of the day-to-day operations of the NFPE Compliance Program
  • Provision of compliance consulting services to the NFPE front office and institutional investors
  • Establishing and improving the risk analysis and control framework for the business, as well as control tests
  • Proactive support for business units by identifying, reporting, and managing identified or inherent risks
  • Maintaining expertise regarding the rules, requirements, and interpretations that apply to the markets served and the compliance of the associated departments and divisions
  • Implementation of policies to ensure compliance with rules, requirements, and best practices
  • Management of Regulatory Oversight and Audits
  • Proactive Identification and Resolution of Compliance Violations
  • Preparation and conduct of periodic compliance reviews and reports
  • Interface with external parties, including the NFPE Board of Directors
  • Communication with External Auditors and Compliance Management
  • Coordinate with other divisions of GFBE to ensure that regulatory developments in the U.S. and international markets are fully implemented, particularly by coordinating the completion of due diligence questionnaires and other regulatory filings
  • Manage department-specific training programs and provide guidance to other departments on identifying, reporting, and managing regulatory and marketing risks to protect NPFE’s reputation, mitigate regulatory risk and other areas of compliance risk, and oversee proactive support for the business
  • Development and Implementation of Training Programs
  • Assistance with coordinating compliance matters and filing NPDB 50-year reports as well as other non-domestic regulatory reports

Requirements

  • Degree in law, economics, or a related field; professional training in the regulatory framework
  • At least 5 years of relevant professional experience
  • Fluency in English; knowledge of German is a plus
  • Strong written and verbal communication skills
  • Practical understanding of the CFTC swap dealer regulations and the EU requirements equivalent to those of the CFTC
  • Knowledge of the relevant PCA/MSA rules is an asset
  • Experience with or understanding of TMS/UAT under the Dodd-Frank Act, Section 50, the SEC, ESMA, BaFin, the BoE, IOSCO, etc.
  • Ideally, with a focus on Dodd-Frank 50 regulations and relevant audit experience/knowledge, as well as 3rd Line of Defense audit tests—ideally in 50 and SFC rules and related regulatory reporting
  • Strong understanding of the SLOD model and the role of compliance in a broader context
  • A proactive team player who can interact effectively with colleagues within the compliance function and in other regions
  • Strong organizational skills and attention to detail
  • Action-oriented
  • Excellence in CFTC swap dealer regulatory expertise or equivalent professional experience is a plus
  • Experience with or understanding of the applicable rules and regulations in related markets, including but not limited to DDBA/FRM, SEC, FCA, OFI, ESMA, BaFin, BoE, etc.
