Consumer Compliance Officer

The Consumer Compliance Officer manages the bank’s compliance management system and assists the Chief Compliance Officer in monitoring compliance with consumer protection laws. The role involves regulatory analysis, risk assessments, audit preparation, and reporting to management and the board of directors.

Job Description

  • The Consumer Compliance Officer serves as the day-to-day administrator of the Bank’s Consumer Compliance Management System (CMS) and supports the Chief Compliance Officer in maintaining effective oversight of consumer compliance, regulatory compliance, examination readiness, monitoring, testing, issue management, and reporting.
  • This role is responsible for supporting the consumer compliance framework and ensuring compliance with applicable consumer protection laws, regulations, and supervisory expectations.
  • The position involves conducting regulatory analysis, providing compliance advisory support, and overseeing the Bank’s consumer-facing products, services, channels, and activities.

Key Responsibilities

Consumer Compliance Oversight

  • Serve as the day-to-day administrator of the Bank’s Consumer Compliance Management System (CMS) and support the CCO in maintaining effective oversight of consumer compliance, examination readiness, monitoring, testing, issue management, and reporting.
  • Provide regulatory guidance and support for managing consumer protection risks and compliance across applicable consumer products, services, and channels, including retail banking, credit cards, deposits, consumer lending, privacy, UDAAP, complaint management, fair lending, and electronic banking requirements.
  • Review consumer products, services, and channels to ensure compliance with regulatory and supervisory requirements.
  • Develop and carry out risk-based compliance monitoring and testing activities to assess compliance with applicable regulations.
  • Support business units by translating regulatory requirements into practical guidance, including control planning, preparation for inspections, and new product initiatives to assess compliance.
  • Partner with Internal Audit (Audit), Risk, Risk Management, and business units to strengthen compliance governance across applicable regulations, reviews, enforcement actions, supervisory inquiries, and independent remedial processes.
  • Coordinate responses to consumer complaints, complaint resolution procedures, corrective action planning, and policy updates.
  • Conduct regular or independent compliance training, monitoring, testing, and audit reviews, including assessments and remediation processes, compliance risk monitoring, and materials for the Board and committees.

Governance, Risk, and Reporting

  • Conduct consumer compliance risk analysis, management, and oversight of the control framework.
  • Prepare management reports, dashboards, key risk indicators, and critical metrics to support governance updates for senior management, the CCO, and the board.
  • Maintain examination-related documents, evidence repositories, issue tracking logs, and remediation plans; and report deficiencies and remediation matters to the compliance committee, including trend analysis, root-cause risk analysis, and business risk.
  • Track findings related to compliance monitoring, testing control, audits, examinations, and complaint management.
  • Assess emerging risks, regulatory trends, and emerging risks, and evaluate their impact on the Bank’s products, services, operations, and strategic initiatives.
  • Assist with the preparation of regulatory updates, supervisory reports, and efforts to address examination findings, as needed.

Qualifications

Education

  • Bachelor's degree in business, finance, economics, accounting, law, risk management, or a related field. A master's degree or Juris Doctor (JD) is preferred.

Experience

  • At least 3–5 years of experience in consumer compliance, regulatory compliance, compliance risk management and testing, or regulatory examination support within a regulated financial institution.
  • Strong knowledge of consumer protection laws and regulations applicable to banking products and services.
  • Proven knowledge or experience in supporting consumer compliance examinations, audits, complaint management, and regulatory change management activities.
  • A thorough understanding of compliance principles, UDAAP compliance, privacy, complaint management, rules, consumer banking regulations, consumer protection regulations—including Regulations C, D, DD, E, H, V, Z, and G—insurance requirements, and related supervisory expectations.
  • Proven experience in translating regulatory requirements into practical policies, procedures, and business guidance.
  • Experience in developing or implementing risk assessments, control testing, and audit processes.
  • Practical supervisory, audit, supervisory inquiry, and board-related applications and processes.
  • Experience in developing regulatory and Bank Secrecy Act (BSA)-related policies and procedures.
