Liquidity Manager - Vice President
Nomura is seeking a Vice President to serve as Liquidity Manager in Frankfurt, who will oversee the day-to-day management of liquidity across a €30 billion balance sheet and ensure regulatory compliance (including with the Bundesbank and the ECB). The role also involves the strategic development of the liquidity governance framework and close collaboration with senior management and international teams.
Tasks
- Ensuring regulatory compliance with cross-border liquidity requirements.
- Comprehensive and continuous improvement of NPFSE's liquidity governance framework to strengthen the robustness of its financial processes.
- Serves as the designated representative for the Head of Liquidity Management on liquidity matters and exercises delegated authorities as needed.
- Advising management and business units on matters related to liquidity, capital, regulatory initiatives, and day-to-day operations.
- Monitoring the evolving EU and German regulatory landscape (CRR/CRD) and proactively assessing the impact on treasury and operational processes.
- Responsibility for the direct submission of regulatory liquidity reports to the Bundesbank/ECB, ensuring accuracy and timely submission.
- Coordinate and conduct reviews of regulatory filings (LCR, ALMM, NSFR, etc.) while ensuring their completeness.
- Preparing presentations and materials for executive management and regulatory authorities to clearly outline regulatory developments.
- Coordination of regulatory cooperation and interactions with supervisory authorities in connection with treasury activities at NPFSE.
- Conducting daily liquidity management for a total balance sheet of 30 billion euros, encompassing multiple legal entities, while complying with internal limits and regulatory requirements, and optimizing NPFSE’s business plan and costs.
- Monitoring of liquidity financing and regulatory compliance.
- Supporting the direct and hands-on implementation of strategic projects related to treasury and finance.
- Serves as the dedicated senior point of contact for the International Europe Liquidity Management Team.
- Served as the designated representative for the Head of Group Treasury Hub and Nomura Group Treasury.
- Playing a key role in the strategy while ensuring robust governance frameworks.
- Role as an advisor to the Bundesbank and position as the primary point of contact for regulatory matters.
Requirements
- Excellent analytical skills, with the ability to synthesize liquidity and regulatory issues across Nomura and various regions, bridge markets in the East and West, and provide advice across a broad portfolio.
- Excellent written and verbal communication skills, with a proven ability to prepare board materials and presentations.
- A strong presence and credibility at the executive level to represent the treasury function to the business units and senior management.
- Proven ability to work effectively in a highly structured, regulated environment, with unwavering attention to detail and governance.
- Proven ability to coordinate across multiple business units, legal entities, regions, and time zones.
