Principal, Enterprise Architect

Position Overview

The Principal Enterprise Architect is responsible for defining and designing the architecture for the federal government/enterprise domain.

The candidate will be a key leader on the Federal Governance and Enterprise Architecture team, sharing responsibility across multiple areas, including: enterprise strategy, enterprise modeling, digital platform strategy, reference architecture, enterprise intelligence (data), master data management, data fabric/federation, interoperability, architecture management, IoT, service mesh, open architecture, and cloud data architecture.

Definition of all layers (conceptual/organizational and technical), such as the data platform and communication architecture, enterprise strategy, cloud strategy landscape, platform strategy, functional design, data security, and the business model: Provide a comprehensive overview of the project, team, and technology approach in relation to the business objectives of an ongoing project. Ensure that the site’s business strategy, market trends, technology trends, and business operational requirements are leveraged to achieve requirements, results, outcomes, models, and budget goals. Work proactively with the project manager to define and achieve these goals and objectives. Lead initiatives such as system service architecture and database structure analysis, govern the project portfolio, and collaborate with business partners involved in the project to plan, deliver, report, and adapt to change.

The candidate must demonstrate industry-wide architectural excellence and have experience designing business, technology, data, security, and user experience applications. Must also possess an agile mindset, a data-driven approach, and a culture-supportive mindset for federal business roles, engineering models, overall architecture, security, registries, requirements, service levels, service quality, databases, and infrastructure. Proficiency in and experience with architecture, digital platforms, reference architecture, enterprise intelligence (Data Fabric, data integration), data management, open architecture, and cloud data architecture, as well as service design and management—along with an understanding of and ability to develop well-structured architectures for business intelligence, data discovery, data analytics, and data visualization—are all extremely important. A continuous, in-depth exploration (broadly) of patterns, architecture analysis, and platform engineering is required; the ability to present and drive these to multiple teams regarding well-thought-out solutions and service level agreements (SLAs), etc., should be considered a plus. Must be able to work independently to develop management solutions and work on information and business projects for multiple clients and sub-clients.

Knowledge / Skills

• Proven experience with current trends in software engineering using modern application development frameworks such as UI engineering, microservices, CI/CD, and automated testing, as well as the development of next-generation solutions
• Strong initiative across a wide range of enterprise architecture areas, including enterprise planning, capability modeling, layered data architecture, and the re-engineering of enterprise IT best practices
• Years of experience in building and implementing software architecture, platform design (Azure, AWS, GCP), and/or designing and deploying cloud-native solutions.
• Ability to effectively communicate and present architectural plans and other software and project-related architectural decisions.
• Excellent written and oral communication skills.
• Experience managing a network of external relationships—including with government entities, agencies, or clients—to manage risk, resolve issues, and drive the execution of project and service outcomes.
• Team expertise in architecture frameworks such as TOGAF or Zachman, with the ability to map these frameworks appropriately across business, technology, data, intelligence, security, cloud, and all application domains.
• Experience in iOS, web, Linux, full-stack development, enterprise data, security strategy and governance in the cloud (AWS, Azure, GCP), service mesh, open architecture, and cloud data architecture.
• Knowledge of Azure Information Management methodologies and tools such as Agile, business management planning, software architecture, and infrastructure requirements—including hybrid on-premises, multi-node environments, PaaS, containers, and serverless.

Major Duties

• Define comprehensive enterprise strategies and identify the target state for the enterprise, data, security, and business needs, while specifying the methods and technologies required to achieve the desired state.
• Model application processes for the selected project or portfolio, and analyze opportunities for process improvements.
• Lead a team of enterprise architects in the design and development of software and technology standards that enable integration, business intelligence, end-to-end process information, and digital experiences, including web, mobile, artificial intelligence, machine learning, intelligent systems, and analytics.
• Create and present a framework for managing architectural activities that fosters innovation and continuous improvement, including a standardized approach to technology adoption.
