CRA Officer

- The CRA Officer is responsible for the day-to-day administration and coordination of the Bank’s Community Reinvestment Act (CRA) Program and supports the Chief Compliance Officer in maintaining effective oversight of CRA performance, regulatory compliance, examination readiness, reporting, and risk management activities.
- The role is responsible for supporting the development, framework, ensuring compliance with applicable regulatory provides regulatory analysis, monitoring, reporting, and documented, regulator-ready CRA Program and continuous implementation, and ongoing enhancement of the Bank’s CRA performance metrics, and management reporting. governance support to ensure the Bank maintains a well-established CRA Program capable of meeting its community development objectives.
Key Responsibilities
Community Reinvestment Act (CRA) Program Oversight
- Serve as the day-to-day administrator of the Bank's CRA Program and support the CHIO in maintaining effective oversight of CRA policies, procedures, governance, and examination readiness.
- Monitor and assess CRA performance against established goals and regulatory expectations across low and moderate-income geographies.
- Coordinate the identification, tracking, and tracking of CRA-qualified activities for community development loans, investments, services, grants, and other CRA-related activities.
- Conduct CRA quarterly reviews, examinations, and performance metrics, and management reporting.
- Coordinate CRA reports and updates for Senior Management, management committees, and the Board.
- Support the development and execution of the Bank's CRA strategy and annual CRA planning initiatives.
- Monitor regulatory developments, industry trends related to CRA and recommend appropriate program enhancements.
- Assist in developing and delivering CRA-related training programs and awareness initiatives.
Governance, Risk & Reporting
- Maintain CRA risk assessments and support the maintenance of CRA monitoring, governance, and control frameworks.
- Prepare management reports, dashboards, key risk indicators, performance metrics, and governance updates.
- Maintain examination-ready documentation, evidence repositories, issue tracking logs, and remediation plans.
- Escalate significant compliance risks, regulatory concerns, control deficiencies, and emerging issues to the CEO, and business units to strengthen CRA governance, controls, and oversight processes.
- Partner with Internal Audit, Risk Management, Legal, compliance, and business units to strengthen CRA governance, controls, and oversight processes.
- Analyze regulatory developments, supervisory priority, and emerging issues.
- Support the preparation of regulatory responses, corrective action plans, and examination remediation efforts, as needed.
Qualifications
Education
- Bachelor's degree in Business, Finance, Economics, Accounting, Law, Risk Management, or a related field.
- Master's degree preferred.
Experience
- Minimum of 3-5 years of experience in CRA compliance, regulatory compliance, banking, and supervision, compliance risk management, or related functions within a regulated financial institution.
- Experience managing or supporting CRA examinations, supervisory expectations.
- Experience managing or supporting CRA examinations.
- Demonstrated ability to interpret regulatory requirements, guidance, policy, and translate them into practical policies, controls, and processes.
- Experience preparing strategic planning, community development initiatives, and strategic CRA planning initiative.
- Experience partnering with governance, compliance, and control committees.
- Experience working within a community bank, regional bank, or similar financial institution preferred.
Preferred Certifications
- Certified Community Reinvestment Act Professional (CCRAP)
- Certified Regulatory Compliance Examiner (CRCE)
- Other relevant compliance, audit, or risk certification.
